While low-energy geothermal projects are currently expanding in France, the deep (high-energy) geothermal sector is the subject of major controversy, both electricity generation projects and, more recently, the extraction of geothermal lithium. In this chapter, we first review the development of geothermal energy in France: after briefly describing its history and its current position in the French energy mix, how it is perceived in French energy policy and the measures introduced to support it, we examine the debates surrounding high-energy geothermal projects, the forms public engagement take, and the design of spaces for debate created by institutions. Finally, we examine the limits of public engagement through a discussion concerning the forms of project governance favored in France, and the changes they have undergone.
