摘要
This chapter explores the global policy landscape for geothermal energy development. An overview of well-designed and effectively implemented policies that have been crucial for removing economic, technical, and regulatory barriers to deploying geothermal energy projects globally is provided. Drawing on examples from the International Geothermal Association’s global stocktake, the chapter highlights how countries that have adopted Geothermal Action or Development Plans—such as China, the Philippines, Türkiye, Kenya, and the USA—are leading geothermal implementation efforts. These nations, along with others that have introduced favourable incentives such as tax incentives and feed-in tariffs (e.g., Mexico and Indonesia), demonstrate a competitive advantage in scaling geothermal energy. The chapter also examines specific policy instruments, including risk mitigation funds and regulatory frameworks, that incentivize geothermal development. Case studies from Indonesia, Türkiye, Kenya, and Iceland provide insights into how diverse policy approaches can reduce financial and technical risks, mobilize investment, and foster sustainable geothermal industries. The chapter concludes by discussing how lessons from these leading nations can inform global efforts to scale up geothermal energy as part of the broader clean energy transition.
